So, if there's a breakdown somewhere in society (School shootings, gang violence, general chaos and disrespect) look to the root causes of that breakdown - the "first bonds of society". Compare that to current Standardized tests where 55 is considered passing. When I was a HS junior the passing grade was 65. My senior year, they lowered it to 55.
