Certain states are taking aim at the Gig Economy(independent contractor, freelancers, sub-contractors etc) by attempting to force them onto company payrolls in various ways. The reported intent is to get more workers employer benefits, but the creating a spike in payroll taxes appears beneficial to states with financial problems.
