One plans his way to the top at his job or with his friends by lying his and and double dealing and hoodwinking deceit. The other plans peace… both peace with his God and fellow man. Solomon tells us that joy is in the person planning peace... that part makes sense to me. But then he says deceit is in the heart of the one planning evil. I would have expected him to say misery or sorrow... you know something that is the opposite of joy... but no he says deceit. But after I thought about it, it dawned on me that maybe Solomon is contrasting the two treasures that are associated with the two individuals and their plans… One of the great treasures of the believer who seeks out peace is of course joy. Joy because the impossible has happened and he is accepted
