Tom Homan, in speaking earlier this week about the end of Operation Metro Surge, spoke of agreements made with local and state leaders that allowed the drawdown to happen. We're not hearing the same thing from local leaders, including Hennepin County Sheriff Dawanna Witt, who said today that nothing changed.
