Rocio Illescas, founder of CETAP Lucy, a rural-based program in Chilcapampa, outside the city of Cuenca will be the featured guest on Monday’s “Ecuador At Your Service” radio show. CETAP Lucy provides a pre-school and after-school experience for disadvantaged children She is joined by Frances Augusta Hogg, an author and serial volunteer who is helping Rocio to expand this incredible program.
