As deportation has drastically decreased in the last years of Obama's Presidency, some would say he has had a change of heart. The President now is taking steps to change the so called "wet foot / dry foot" policy. After all the progress between the United States and Cuba with Obama in office, the President is now saying Cuban migrants are no longer welcome.
